Strategic Plan and Operational Plan


What is a Strategic Plan?
Entrepreneurs and business managers are often so preoccupied with immediate issues that they lose sight of their ultimate objectives. That's why a business review or preparation of a strategic plan is a virtual necessity. This may not be a recipe for success, but without it a business is much more likely to fail. A sound plan should:
  • Serve as a framework for decisions or for securing support/approval.
  • Provide a basis for more detailed planning.
  • Explain the business to others in order to inform, motivate & involve.
  • Assist benchmarking & performance monitoring.
  • Stimulate change and become building block for next plan.
A strategic plan should not be confused with a business plan. The former is likely to be a (very) short document whereas a business plan is usually a much more substantial and detailed document. A strategic plan can provide the foundation and frame work for a business plan. For more information about business plans. A strategic plan is not the same thing as an operational plan. The former should be visionary, conceptual and directional in contrast to an operational plan which is likely to be shorter term, tactical, focused, implementable and measurable. As an example, compare the process of planning a vacation (where, when, duration, budget, who goes, how travel are all strategic issues) with the final preparations (tasks, deadlines, funding, weather, packing, transport and so on are all operational matters).
A satisfactory strategic plan must be realistic and attainable so as to allow managers and entrepreneurs to think strategically and act operationally.

What is a Operational Plan?
An operational planning is a subset of strategic work plan. It describes short-term ways of achieving milestones and explains how, or what portion of, a strategic plan will be put into operation during a given operational period, in the case of commercial application, a fiscal year or another given budgetary term. An operational plan is the basis for, and justification of an annual operating budget request. Therefore, a five-year strategic plan would need five operational plans funded by five operating budgets.
Operational plans should establish the activities and budgets for each part of the organisation for the next 1 – 3 years. They link the strategic plan with the activities the organization will deliver and the resources required to deliver them.
The OP is both the first and the last step in preparing an operating budget request. As the first step, the OP provides a plan for resource allocation as the last step, the OP may be modified to reflect policy decisions or financial changes made during the budget development process.
Operational plans should be prepared by the people who will be involved in implementation. There is often a need for significant cross-departmental dialogue as plans created by one part of the organisation inevitably have implications for other parts.

study case about managerial at Industry


In view of the level of organization, management is divided into 3 levels, these are:
1. Top Management (Top Management)
Managers are responsible for the effects of the decisions of the organization's overall management. For example: director, deputy director, chief executive officer. Expertise of top-level managers is conceptual, meaning that expertise to create and formulate a concept to be implemented by the underlying manager level.
2. Middle Management (Middle Management)
Middle management must have the interpersonal skills / human, meaning the skills to communicate, cooperate and motivate others. Managers responsible for implementing the plan and ensure the achievement of a goal. For example: the region manager, division head, director of product.
3. Under Management / Line (Low Management)
Manager responsible for completing the plans have been set by the higher managers. At this level also have the expertise of technical expertise, that expertise which includes procedures, techniques, knowledge and expertise in specialized fields. For example: supervisor / production supervisor, foreman.
Study case:
·         At HIRB hotel housekeeping department,staff who served in the room attendance on July 23, 2011 at 11 a.m while cleaning the guest room in 2035, he found an iPhone 3G mobile phones in the guest room check-out Singaporean.The guest is already an hour ago, should staff immediately reported to his supervisor and fill in the Lost & Found form.but the staff to take the goods aren’t actually his belongings.After a few days later, the guests who lost report to the hotel that the guest has lost mobile phone type iPhone3G at room 2035. Room service and room attendance supervisor do not get the reports and statements that have been found in the guest room at 2035, then the supervisor of attendance and immediately held a briefing room for all staffs of the hotel especially the housekeeping department.
After the briefing held on the storage and checking of Lost & Found, it doesn’t exist then check that the supervisor who’s in charge of the clean room on that’s date and hour.Know that X is the staff had cleaned the room, and take the goods which he found and has been sold to someone else. Then with a firm stance and professionals, supervisors gave warning to the X to not repeat it and avoid the guest complaint. While this case has been heard to Executive Housekeeper and immediately apologize to the guests who lost and gave special offer like a fruit basket as a sign of apology the hotel with the guest.
